- What is the rule?
- In January 2021, the United States Environmental Protection Agency (USEPA) decided to update the rules related to lead and copper in drinking water.
- The goal was to better protect people from lead exposure when they drink water.
- What’s the Revision of the rule?
- It’s called the Lead Copper Rule Revisions (LCRR).
- Under this rule, water providers like BWP have to do two important things:
- First, we need to create a detailed list of all the pipes that carry water from the main system to our customers’ homes. This includes both the pipes owned by BWP, and the ones owned by homeowners.
- We have completed the inspection and reporting for all the water pipes owned by BWP, and Burbank BWP has no lead.
- Second, we have to share this list with the public so that everyone knows what kind of pipes are delivering their water.
- First, we need to create a detailed list of all the pipes that carry water from the main system to our customers’ homes. This includes both the pipes owned by BWP, and the ones owned by homeowners.
- Why Is This Important?
- Some pipes are made of lead or other materials that can be harmful if they end up in our drinking water.
- The LCRR helps us determine which pipes are made of lead or need replacement.
- By October 16, 2024, water systems must finish making this list.
- What About Other Rules in California?
- In California, a law (California Health and Safety Code section 116885) already required water suppliers like BWP to make a list of their own pipes by 2018. That process and subsequent list of BWP-owned pipes showed that we have no lead or lead-containing pipes in our water delivery system.
- However, the survey we did in 2018 did not include the pipes on the homeowner's side. Under the EPA rule in 2024, If a homeowner’s pipe is made of lead, BWP has to let them know.

Burbank Water and Power has completed the initial lead service line inventory required by U.S. EPA's Lead and Copper Rule Revisions.
Through completing a historical records review and field investigations, Burbank Water and Power has determined it has no lead or galvanized requiring replacement service lines in its distributing system. This includes any BWP water pipes or customer-owned service lines.
