Ensuring Reliable Water for Burbank’s Future
Many of Burbank’s water pipes are nearing the end of their useful life. Replacing them now will help modernize our infrastructure, strengthen firefighting capabilities, and allow us to continue to provide reliable water to the Burbank community.
BWP has partnered with W.A. Rasic Construction to help us with the Water Main Replacement Project.
Project Will Be Completed in 3 Phases
The Water Main Construction Project is underway and will continue through December 2026. The work will be completed in three phases:
Phase 1 - In Progress
Upper Country Club Drive
Status:

Scope:
Installation of a new water main along Upper Country Club Drive.
Phase 2
Magnolia Boulevard (Catalina to Varney)
Status:
Starting in January 2026
Schedule:
January 2026 – August 2026

Scope:
Replacement of the existing water main along Magnolia Boulevard from Catalina Street to Varney Street.
Phase 3
Transmission Valve Replacement

August 2026 – December 2026

Scope:
Replacement of ten critical transmission valves throughout the city.
Construction on Magnolia Boulevard Starts in January 2026
BWP and R.A. Rasic Construction are replacing the existing water main along Magnolia Boulevard.
What to Expect During the Water Main Construction on Magnolia Boulevard
BWP is replacing a major water pipeline along Magnolia Boulevard starting in January 2026. Work will start at Catalina Street and move east block by block toward Varney Street. Each block is expected to take about one week to complete.
Construction will affect all businesses on Magnolia and adjacent intersections.
We understand that Magnolia Boulevard is one of Burbank’s busiest streets, and we appreciate your patience as we work to complete this vital project. We’re working to minimize disruptions for businesses, residents, and drivers as much as possible.
Here’s what you can expect:
- Crews will maintain reasonable access for business owners and visitors so they can continue their business with minimal disruption.
- We will do our best to minimize noise, dust, vibration, and temporary traffic changes as crews work.
- Pavement resurfacing will be completed to restore the streets once construction is finished.
Traffic, Parking, and Construction Hours
Traffic:
- Traffic control devices and staff will be on site daily to help guide pedestrians and vehicles safely through the work zone.
- Temporary one-way traffic control will be in place on the block with active construction. Only one of the eastbound lanes will be closed (the side closest to the curb.)
Parking:
- Curbside parking will be temporarily restricted in active work areas.
- “No Parking” signs will be posted at least 48 hours in advance in active work zones. Signs will include the dates and times when parking restrictions are in effect.
Construction Hours:
- Construction hours are Monday–Friday, 7:00 am to 3:30 pm, excluding City of Burbank holidays.
- Some intersection work may take place overnight between 9:00 pm and 5:30 am to reduce traffic impacts. These intersections are shown on the map above. If additional overnight work is required, we will provide advanced notice to affected customers.
- Work is weather-dependent, and occasional delays may occur due to weather conditions.
Temporary Water Service Interruptions
As part of the Water Main Construction on Magnolia Boulevard, there will be two water service interruptions:
- 4–8 hours during the main system switch, when crews connect the new water pipeline to Burbank’s water system.
- About 1 hour during individual property tie-ins, where crews connect the plumbing from an individual building to the city’s new main water line.
Advance notice for these interruptions will be provided, and crews will coordinate directly with affected customers to minimize any inconvenience.

The Burbank City Council approved water rate increases for FY 2025-2026 to help fund essential infrastructure projects, such as this one. These investments allow BWP to proactively replace aging water pipelines, reduce costly emergency repairs, and maintain the reliability and quality of Burbank’s water system for decades to come.
